  The Exile Hymn beats in the depths of the Cuban identity, in some cases it’s like a curse, and like «salvation» in others. Many of the Cuban people have suffered the same shivers  that José María Heredia felt.  

Many years ago, I tried to imagine the pain of the poet when he was distanced from Cuba to go to the exile.  The silhouette of Cuba against the horizon, the soul in the bottom of his pain, and the verses shaking him: Cuba, Cuba, that gave me life / sweet land of light and beauty / how many dreams of glory and happiness / I have joined to your happy soil.

The migration in opposition to the libertarian and avenging dream of the Cubans only took place after the revolutionary triumph in 1959.

Spain used deportation of the patriots as a political weapon. And this matter reached the extreme that those zone cut off from the national geography were used to place important leaders, who were supporters of independence, in solitary. Thus, the Father of the Motherland Carlos Manuel de Céspedes was confined to the once inaccessible Baracoa. This was a stage of deep isolation when he only could conquer a few friends because the colonial security.

Even today, there are echoes of the debates about the patriotic «consequence» of Heredia, who was deported during colonial times, and there are those who criticized him for «negotiating» his return to the Motherland.

One has to study to know if the destiny in other countries was so singularly marked by this sign of «escape or punishment. » Cuban nationality is suffering it with the same historical persistence of the annexation in front of independence.

These repetitions seems to gravitate in the evil bottom of the infamous U.S wet-feet, dry-feet, and the Cuban Adjustment Act; in the interest of using that anathema of the Cuban personality as a weapon for its decomposition or self-destruction. The «geographical fatalism» that the Providence imposed on us, is technically helped by the slander.

And, it’s not by chance that a Revolution that lifted patriotism to the altars is facing the opposition with the discredit of «escapism. » It opposes a crosscurrent of migration to the dream of an independent nation.

Before the certainty that the great majority of Cubans will not abandon the project of the Revolution, in spite of the yoke of the economic blockade, the Cuban Adjustment Act is only useful for —together with those whom by free will or tired of many years of resistance, abandon Cuba— giving the image of an unhappy people looking in desperation for a new destiny. The logic is so simple as satanic: that whoever goes away at any cost cannot be happy.   
 
The Cuban Adjustment Act has also created an ambivalence in Psychology or in the social perception towards what’s inside Cuba. There are many people who have benefitted from it likewise, those who paid the price with their life.

The most visible face of its evil, and sometimes the most difficult to be discovered, is that it was not done to save anybody; but for the complete drowning of many. Otherwise, another Law of International Adjustment would exist for protecting the millions of despairing people and people without hope in the world, who on many opportunities have called for something like that law.

To corroborate such a purpose you only have to follow the rubbish of the international agencies and the media in the service of the counterrevolution.

And the use of the migratory system as a weapon for destabilizing is not exclusive in the case of Cuba. The text Fall of 1989, testimony of the last president of the Socialist Germany, reveals the prominence reached by that resource, until the demolishing of the infamous Berlin Wall, without ignoring absolutely the true causes and conditions that led to that collapse.

The truth is that while Cuba advanced in the updating of the migratory standards removing the political connotation of the topic, or towards its most consistent political dimension: humanity; allowing citizens to move to other countries without  administrative regulations , the Cuban Adjustment Act, a legal monster for destabilizing, has continued in force in the United States. And, even after the historic announcement of December 17, because the reiterated declarations by U.S high-ranking officials; has not dissipated the expectation that it will soon be derogated, which spurred on illegal exits.

The Adjustment Act —bait for promoting illegal emigration— has the purpose of  
discrediting, and even making the country collapse, and at the same time it creates complex scenes of crisis between Cuba and the United State, until the point that during the Government of Bush Junior, it was announced by the U.S military leaders that another crisis of that nature would be considered as an aggression to the national security of the United States.

The incongruence is that while the governments of that nation demanded the Cuban government to respect the right of freedom to travel, they denied those rights to their own citizens, who are submitted to pressures and fines for visiting Cuba because of the economic, commercial and financial  blockade, and this not published by any of the powerful international media.

The Cuban migratory opening up poked fun at the Adjustment Act, as it was recognized even by members of the recalcitrant Right in Miami, who seemed to give this Act its tragic spirit back, even the capacity for political combustion or generating scenes of conflict, no matter that it has to be at the expenses of more deaths, tears and sufferings, like in those images that are coming from the Middle East, Europe and the Mediterranean.

The truth is that migratory changes, besides removing us from the stigma to look at the future, and being an essential step forward for a country like Cuba, where the migratory topic had historically difficult political connotations,  created better bases for the normalization of the relations with the emigrants, and the relations between those people and its motherland, which has been a recognized wish since the very beginning of the so called meetings between the Nation and the Emigration, which obviously will require other deep steps toward the future.

And during these days, when Cuba denounced again before the United Nations the consequences of the economic, commercial and financial blockade imposed by the United States against Cuba, and that the ghost of the Cuban Adjustment Act has been reaching renewed dimensions, we have to say like in the story by Monterroso: the dinosaur is still there.

Thus, the triumphalist pamphlet reports or the lightness which on certain occasions we treated other matters is not possible in this so delicate matter.

The bet by the U.S Government on increasing the pressure on the tensions in Cuba vaporizes in many ways, some of them very stealthy and worrying. One of them —which emerges from the current debates— is the dangerous confusion of the border between the lack of resources that is imposed from abroad, and those that are added from inside by the deficiencies and lack of sensibility.

The growth of that mist could result in the loss of confidence in the capability of Cuba for going beyond the consequences of the present situation, and consequently, for given us a more decent life in the material and spiritual levels.

The triumph of the defeatist spirit will be a the greatest moral blow and the worst disappointment for the Cuban vanguard, that so much blood spilt for the foundation of a Sovereign nation faced with the United States.

And, as I noted before in JR, the deceit and pessimism as weapons for demobilizing the Cuban anti-establishment spirit, are not new, and they are not launched with the blockade or the Cuban Adjustment Act in the old policy of humiliation to Cuba by the U.S ultra-Right.

As far back as March 21, 1889, José Martí, in response to a harmful article against the Cuban dignity published by a U.S newspaper, had warned about the vileness of humiliating and extinguishing ourselves. The Apostle warned in his Vindicación de Cuba (Vindication of Cuba) that: «The fight for freedom between us will only stop together with life. »

And Marti’s dilemma of yesterday is the same as the current Cuba.  Since that time it had to be demarcated as what has been popularly named as «the internal blockade.» Raúl has been criticizing in his speeches during the last few years, many of the expressions of what the people call that way, and this is useful for avoiding that its thorns do not interweave with the tangled mess of measures which the United States always tried to blockade the way to our dreams. The essential matter of Cuba is and will always be between the Empire and the Cuba that is independent in justice, prosperity and freedom.

If the mists that confuse the Cuban people are not eliminated, it will be an historic crime.
