The signing in Brussels of the Agreement of political dialogue and cooperation between Cuba, the European Union (EU) and its member states is interpreted according to the eyes of those concerned, because the current world is full of graphologists


Although it leaves no doubt that it is finally a shared success of Havana and Brussels between disagreements, after two years and seven rounds of intense negotiation, the agreement constitutes for Cuba another victory in its long fight for just universal integration and respect of its principles.


Just like that the restoration of diplomatic relations and the progress toward the normalization of ties with the United States, without scarifying independence, are guarantees of the non-passive resistance of the Cuban people against the greatest power that the Earth has seen, the formal ceremony that took place yesterday, also implies that the Europe talks, in terms of respect, with Cuba, which has shaken from the above the dominion of the metropolis a long time ago.


A first proof of this is that the text, which establishes a contractual framework for relations between both parties, explicitly recognizes the «sovereignty, territorial integrity and political independence of the Republic of Cuba. » Then —like for sure Maceo would say in a similar signing— we do understand each other.


Foreign Minister Bruno Rodríguez's statement confirms what Cuba is aiming for: Economic ties with Europe are a priority for Cuba in its effort to build the efficient and sustainable Socialism that the Cuban people have chosen. That is, there are no parallel paths or detours to the other path, the violent and swift path in the opposite way. As in every approach, Cuba seeks to ensure its sovereignty.


«This is how we treat others and we want to be treated, » said Bruno, referring to the Proclamation of Latin America and the Caribbean as a Zone of Peace, agreed in Havana in 2014, and detailing the principles that support it: civilized and profitable coexistence between nations, regardless of their size, political model or development.


Of course, the blurs emerge immediately. For example, a certain press agency considers that the agreement —taken after two decades of EU’s  diplomatic work,  as if Cuba were not at the same table for dialogue—  will allow Europe to push for more political rights in Cuba.


It’s necessary to know a little of Cuba to believe and say that resurrecting the spirit of the newly buried Common Position leads somewhere. When that servile and useless posture was imposed in 1996 unilaterally, it automatically activated the Cuban insurrection genes showed in Baraguá. It would be unrealistic to claim that Europe made any profit from it.


Since 1988, Havana has informed the European Union of its interest in jointly creating a legal framework for relations, an aspiration that has been particularly truncated by the Common Position, the American-inspired genre driven by «a personage of fascist lineage and ideology: José María Aznar » —as Fidel described him— and which added up to a blockade by the supposed continent of freedom and intelligence to the extraterritorial mandate of the other empire. Cuba had much more pressure, it is true, as it is that Europe was then less free.


For this reason, this step which for Havana is another step to its full right to recognition and exchange with all regions of the world, for Europe can mean the recovery of control of foreign policy strands sequestered by pro-Yankee sectors that, against all logic, dragged into the ranks of mass harassment by a group of countries that for millennia have made of culture and sense a regional blazon which does not include a common «position. »

The agreement presupposes in an implicit way that Cuba and Europe, which will expand their mechanisms of contacts, must fight more closely against the US blockade that overwhelms Cuba; while disrespects  Europe with impunity. Although the Cuban people have been the main target of the American siege, the scars on the European business body because of the same attack, are not scarce.


You have to think about Fidel. Bruno Rodríguez was not the only who did it in Brussels ; but also the EU's top Representative for Foreign affairs and Security Policy and Vice-president of the European Commission Federica Mogherini, who began her statement with a respectful mention of the Cuban leader.


Anyone who wants to talk to Cuba will always have to count on Fidel. Now that «we are beginning to write a new chapter together, » Mogherini said, now that the EU's relations with Havana can reach the level achieved by many of its member states, now that political dialogue will be continued and expanded under better conditions and that mutually advantageous channels of cooperation will be studied, no one should be lost in the allegedly hidden traces of the signing. Above them, one will always remember Fidel's rebellious calligraphy.


We all saw on TV the relaxed atmosphere in Brussels that Cubans are always looking for with any interlocutor. No, tensions did not end; surely in the European Parliament and in the mechanisms that in each of the 28 EU member countries will have to ratify the agreement, given their mixed nature, there will be several nuances in favor of or against approaching the burning moral sun in Cuba.


The living word of Fidel cannot be lacking in order to advance on the road that lies ahead, and Europe has to show respect for the ideas of the man who, in the face of national speeches, when it was necessary, made clear from the beginning, the principle that «the sovereignty and dignity of the Cuban people are not discussed with anyone. »
